I would say that a brand has definitely gone global when you see the following in a medium tiered city in China such as Ningbo:

A huge billboard on an old building in a neighborhood side street.

The big shopping area with Kiehl’s advertisements plastered everywhere.

Now Ningbo is a further developed city with a lot of affluence, though it goes to show that everyone wants a piece of the Chinese market and the locals here eat it up.
So, the moral of the story, go global!
